The executive meeting was held September 1, 2005, at the Leitersburg Volunteer
Fire Company. Clint Stouffer called the meeting to order at 7:00 p.m.
GUESTS:
Mike Weller presented a Children’s Village letter and asked for permission to
come back next month and discuss the problem with teaching staff at the
Village. He wants to discuss the long term sustainment of the Village. BOE
may stop taking children anywhere because of the price of gas. Currently have
enough instructors but may be having a problem in the future. How can we pay
the instructors other than the LOSAP? The Village board is apprehensive about
coming to the Association, because may think of them as a failing
organization. Out of County schools pay the instructors. The cost to pay all
instructors will be $8000 to $10000. If funds were available there would not
be a problem getting instructors. Mike will return next month. An instructor
should have FF1 and first responder.
PRESIDENT: A. Douglas Mullendore is running for Sheriff. B. Legislation
will be filed for up to 20 fire police per company. The company can have as
many as they want up to 20. One County in the state allows 20 that is why
that number was chosen. C. Utility reports are due to the Association. D.
Sexual harassment policy should be taken care of by each Company. E. 11-16
students are enrolled in the VoTech class. Will Ball is handling the
program. The classrooms scheduling will be handled thru Emergency Services
Department. This may change. The people using the classrooms are responsible
for cleaning the rooms. Furniture is being delivered. F. The motion made to
have a person from the Association on Joe’s replacement. The County appointed
The President to the hiring board. There are four people on the board Dave
Hankenson, Rod Shoop, Joe Kroboth and Tom Altman. Three people from within
the County have applied. There will be a regional ad in the local, Frederick,
Baltimore, Washington, and Cumberland papers. Applications are to be returned
by the 16th. The intention is to have a meeting with the BOCC the first or
second week of October to discuss Joe’s replacement. G. Linda Craig of
Children’s Village approached Tom about help with instructors. We do not
want to lose this program with the BOE because of the difficulty of
reestablishing a new program.
TREASURER: A. Had a report of the finances. $228852.00 in checking account.
We were charged a penalty for early withdrawal of a CD.
2nd VICE PRESIDENT: A. LOSAP Plan Administrator will be held the first week
in October. B. CBRN class has 50 people enrolled. The deadline is soon.
BRIGITTE: A. QA/QI program is having problems on the Fire side. A QA
officer is needed for each Company. This is not negotiable. Money will be
withheld if a person is not appointed. B. Several classes have failed for
lack of students, FF1, Fire Officer 1, etc. C. South County drill to be
held in October. Training money is available to pay for meals, etc.
PICNIC: A. Several Companies did not turn tickets back or use them so the
money is forfeited.
SAFETY TRAILER: A. Reports will be made to the Exec. Committees in October
concerning Rehab or purchase of a new trailer.
255: Back in service had a transmission problem. During the day if a driver
is not available only drinks may be available on the fire scene from the air
unit.
911 COMMITTEE: Persons are still needed for the Central Alarm Advisory
Committee. Glen Fishack made a motion that the people, Dan Grove and John
Gift, due to come off the Committee is reappointed. EMS primary and alternate
are needed.
NOMINATIONS: Need Chaplain.
EMERGENCY SERVICES COUNCIL: People are needed to fill several positions.

NEW BUSINESS: A. Regional fuel centers are being considered by the County.
Fire and Rescue should try to be included in this program. All Companies
should be concerned where vehicles are used and parked. The public is
watching where fuel is being used. B. A meeting will be held to discuss how
to call for Police assistance in a hostage situation and other problem
situations. C. The chairman bad mouthed the fact that the Secretary was not
in attendance.
